Social Security Agreements

With increasingly active international interactions, the number of people who are dispatched from Japan to work overseas and people who plan to live overseas in the future has increased over the years. When a person works overseas, he/she must participate in the social security system of that country, and there may be cases where insurance premiums must be paid for both the social security system of that country and Japan. Furthermore, because a person must participate in the pension system of the country for a certain period of time in order to receive pension benefits, one may not receive pension benefits even though he/she pays the premiums.

Social Security Agreements are concluded to serve the following purposes:

  • Prevention of double participation
    To make a bilateral agreement to decide which system a person must participate in in order to prevent paying "double insurance premiums."
  • Aggregation of pension participation periods
    To aggregate participation periods in the pension systems of both Japan and partner country to meet the required participation period to receive pension benefits from both countries in order to avoid un-refundable insurance premiums.
