The Private School Mutual Aid System

  • A Mutual Aid System is a system for mutual assistance in which public employees, school personnel, or other types of employees working in similar places of work make monetary contributions to a fund that receives additional support from the employer and the government. The system provides assistance to contributing members in times of need and helps alleviate their worries about illness, life after retirement, and other concerns difficult for individuals to deal with on their own, thereby creating an environment in which workers can lead healthy lives free of worry.
  • The Private School Mutual Aid System provides three types of benefits aimed at the staff of private schools and other similar institutions: the Short-Term Benefits package similar to a health insurance plan; the Long-Term Benefits package similar to a pension plan; and a range of welfare services, including a loan program, a program for making lodging facilities available to members, etc. In offering these services, the Private School Mutual Aid System hopes to help in the advancement of private schools.
  • After joining the Private School Mutual Aid System, members will need to pay the required premiums from their monthly salaries or bonuses. They will then become entitled to receive Short-Term and Long-Term Benefits and to use the facilities and loan service managed by the welfare program.
  • The Private School Mutual Aid System is administered by the Promotion and Mutual Aid Corporation for Private Schools of Japan.

The Private School Association

The mission of the Private School Association is the comprehensive and efficient management of the tasks necessary for the issuing of grants, provision of loans and other forms of assistance to help enhance and improve education at private schools, promote the stable management of the schools, and to ensure the welfare of their employees. In addition the Association under a provision of the Law of Mutual Aid Association of Private School Personnel also operates the Mutual Aid System in order to further assist in the promotion of private schools.

The Mutual Aid Program

Short-Term Benefits:

If a member or a dependent becomes ill or injured, delivers a child, dies, takes a leave from work (applicable only to a member), or suffers from a natural disaster, the benefits will be provided.

Long-Term Benefits:

Benefits provided in the form of monthly pensions or a lump sum when the member retires, dies or becomes disabled.

Welfare Services:

In order to improve the welfare of the members and their dependents, services to maintain and enhance health, operation of hospitals, athletic fields, halls, lodging facilities, and recreation facilities, acceptance of savings deposit, loaning of funds, and welfare services such as funded mutual aid pension and mutual aid term insurance, are provided.

Financing Resources of the Mutual Aid Program

Short-Term Benefits Program

  • In order to maintain a balanced budget for the next few years, the short-term benefits are operated by the premium and the operational income.

Long-Term Benefits Program

  • In order to maintain a balanced budget for the next 100 years, the long-term benefits are operated by the premium, national subsidy, prefectural subsidy, and the operational income of the reserve fund.
  • In addition to subsidies paid by the government toward contributions made by beneficiaries to the basic pension plan, the prefectural and city governments who recognize the importance of promoting private schools also pay a subsidy equivalent to 0.8/100 of the Monthly Standard Salary.

Welfare Services

  • In order to maintain a balanced budget for the next few years, welfare services are operated by the premium and the income of each facility.

The Mutual Aid Association Board of Review

The Application for Review is made available to preserve the rights and privileges of the current and former members according to the law, and to ensure a proper administration of the Private School Mutual Aid System. If a member or a former member objects to any action taken by the Private School Association with regard to the following items, an Application for Review can be filed to the Board of Review according to the Administrative Appeal Act.

  1. Decisions regarding member eligibility and benefits
  2. Imposition of premiums
  3. Decisions regarding the length of enrollment period
  4. Examination to determine degree of disability for Disability Basic Pension
  5. Collection of premiums due
  • An Application for Review to the Mutual Aid Association Board of Review can be submitted by current and former members.
  • Although an Application for Review can be made orally or in writing, it must contain: 1) The member’s name, date of birth and address, 2) The content of the decision to be reviewed, 3) The date when the member became aware of the decision, 4) The purpose and reasons for submitting an application for review, and 5) Instructions from the Private School Association, where applicable.
  • An application for review must be made within 60 days from the time the member becomes aware of the decision to be reviewed.
  • The member’s right to submit a request for review is not unrestricted.
